General Information **

Actual salary will be determined based on qualifications and experience.** The Federal Funds Analyst performs research, analysis, and evaluation to assess and improve the effective and efficient use of state resources by state established entities and programs. An Analyst also provides technical assistance.
The position reports to the Federal Funds Analysis Manager and works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Responsibilities - Evaluate operations and outcomes in light of legislative intent, best practices, efficiency, and effectiveness.
- Identify research-based findings and develop recommendations/options to achieve efficiencies and cost savings.
- Conduct reviews to determine compliance with laws, regulations, policies, and procedures.
- Present and explain findings to LBB management, legislative committees, and others.
- Write and edit reports that are suitable for publication.
- Develop and implement effective research techniques for evaluating government programs and policies.
- Collect and analyze data, assessing for accuracy and documenting sources.
- Conduct ongoing analysis to identify potential topics for future review.
- Inform management of significant policy/budget issues and provide concise explanations and options for resolution.
- Develop procedures and tools to implement plans/programs and measure/report progress.
- Conduct quality assurance procedures to produce accurate and complete work products.
- Consult with management to initiate studies; identify priorities; and define study scope, methodology, purpose, objectives, time frames and resource requirements.
- Prepare fiscal impact estimates.
- Coordinate and collaborate with other LBB analysts on budget, performance, and revenue issues, as appropriate.
- Contribute to agency projects and perform related work as assigned.

Education and Experience - Graduation with a baccalaureate degree from a regionally accredited college or university is required.
- Earned graduate degree is preferred.
- Course-work or degree in public policy or administration, program evaluation, quantitative/qualitative research, educational measurement/research, financial affairs, accounting, academic affairs, legal research or a related field is preferred.
- Two years of progressively responsible full-time work experience in a relevant policy area is preferred.
